Kairi Sakamoto is a young merman from Japan’s Inland Sea, specifically from the town of Kowai Mizu (meaning “scary waters”), where Taisuke encounters him at the ominous Fear Temple. He has short red hair and dresses in a stylish hakama, the traditional local attire common among the merfolk of that region. His tail is notably white, which he explains is the result of a partial bleaching process—a deliberate distinction adopted by those merpeople who strive to eliminate fear and bring comfort to others. He is a member of the REEF: Revolutionary Efforts for Eliminating Fear, a group specifically trained to fight back against dark mermaid magic practiced by society members called the Fear Conjurers. Kairi visits the Fear Temple for the purpose of breaking fear curses, displaying a quiet and calm demeanor that contrasts sharply with the energetic personality of his fellow REEF member, Mizuka Nakajima. He is around the same age as Taisuke.
