Vitor Gandara is a complex and morally ambiguous figure, the son of Otavio Gandara, the third founder of the Underground. He inherits his father’s property and transforms the locked area of the Underground into the Lower Underground—a shadowy criminal enterprise that operates beneath the legitimate community. He is described as a young man in a purple suit, playing Toccata and Fugue on a pipe organ when Amelia first encounters him in the hidden concert hall.
Vitor runs a network that helps merpeople “get things done” and takes percentages of transactions—a euphemism for a criminal operation that includes weapons dealing, smuggling, and other illicit activities. Despite this, Vitor is not purely villainous. He offers to help Amelia in exchange for a favor: convincing an artist to paint his portrait. The artist, he reveals, is a beautiful young woman who has pledged to another—Edith Dvali.
Vitor’s relationship with Edith is complicated. He met her through Sawa, after Sawa had an argument with him over stolen amber samples. Vitor has been helping Jet Mir secure contacts, supporters, and weapon dealers, and in exchange, Edith helps Vitor with his mother. Jet Mir is jealous of Vitor, but Edith reasons that his help is too valuable to refuse. When Amelia delivers Edith’s finished portrait, Vitor is moved by the masterpiece. It captures his essence perfectly, and he agrees to use his connections to support Antemidia’s cultural program. Vitor keeps his word, and his support is essential to the success of Amelia’s mission. He represents the grey areas of power—a criminal who can be bargained with, a man of violence who appreciates art, and an ally who can be trusted to honor his deals, even if his methods are questionable.
